The Trump Administration is withholding millions from more than a dozen organizations designated for family planning services under Title X.

Title X, established in 1970, supports clinics offering health services like birth control and cancer screenings for low-income individuals.

With funding now in jeopardy, many question the motives and implications of this decision.

Planned Parenthood announced nine of its affiliates will face funding cuts starting April 1, including Planned Parenthood Great Northwest, Hawai’i, Alaska, Indiana, Kentucky (PPGNHAIK), which could lose about $3 million annually.

The U.S. Department of Health and Human Services (HHS) is asking 16 organizations to comply with federal civil rights laws, freezing their funds pending violation evaluations.

This includes adherence to Executive Order 14218. HHS might freeze $27.5 million from the over $200 million annual Title X budget.

Critics, including Planned Parenthood and reproductive rights experts, perceive this as a politically motivated move that endangers low-income patients.

“HHS is conducting this evaluation to ensure these entities are in full compliance with Federal law and applicable grant terms, and to ensure responsible stewardship of taxpayer dollars,” explained a spokesperson for the U.S. Department of Health and Human Services.

The freeze is viewed as part of a Trump Administration effort to defund Planned Parenthood and restrict reproductive health services.

Additionally, the Biden Administration had rescinded a 2019 Trump-era Title X restriction known as the “domestic gag rule,” but recovery has lagged.

Essential Access Health, which distributes Title X funds in California and Hawaii, also faced a temporary fund hold.

Reproductive rights experts warn this freeze could affect up to 1.25 million people annually, disproportionately affecting people of color and low-income families.

Critics call this a direct health equity attack.

Notices were sent to nine Planned Parenthood state affiliates for “possible violations” of federal civil rights law and executive orders.

Funds are withheld due to alleged noncompliance, including prohibitions on diversity and inclusion and serving undocumented immigrants.

“In our states, we are a safety net provider providing affordable birth control, cancer screenings, STI testing, and treatment. These patients rely on Title X for their health care, and without this program, patients may have no access to this care at all,” declared Rebecca Gibron, a Planned Parenthood executive, cited by Time.

The Trump administration bypassed the formal rulemaking process, which Planned Parenthood argues is undemocratic.

Health policy experts warn these cuts could have a more damaging impact than previous restrictions.

Though the Biden administration’s removal of Trump’s Title X rule in 2021 aimed to restore services, the network remains challenged.
